Manpower Planning Specialist Job Vacancy in UAE Dubai
Roads and Transport Authority (RTA) is seeking a talented Manpower Planning Specialist to join its Human Resources & Development Department. This key role is responsible for planning, analyzing, and forecasting manpower needs across the organization to ensure strategic alignment with RTA’s growth and nationalization objectives.

Key Responsibilities:
- Prepare yearly Nationalization Plans and ensure they are communicated effectively across departments, with regular monthly reviews to monitor compliance
- Develop the annual Manpower Budget and submit it to the Manpower Planning Committee for RTA Board approval
- Study and evaluate all new position requirements and classifications, providing professional recommendations to the Manpower Planning Committee, HRD Director, or Section Manager
- Analyze and identify manpower needs, ensuring resource alignment with organizational goals
- Develop and propose manpower policies and operational systems based on best practices for review by senior management
- Participate actively in formalizing all processes, procedures, and standards related to manpower planning and budgeting
Job Requirements:
Education:
- Bachelor’s Degree in Human Resources, Business Administration, or a related field from a recognized university
Experience:
- Minimum of 10 years of experience in Human Resources, with at least 5 years specializing in Manpower Planning and Budgeting
Skills:
- Strong proficiency in HR systems and manpower planning tools
- Solid experience in budget preparation and manpower forecasting
- Deep understanding of HR regulations, labor laws, and government HR frameworks, especially HR laws applicable within Dubai
- Strong analytical, strategic planning, and problem-solving skills
- Ability to work effectively in a dynamic and fast-paced environment
