HSE Manager – Construction & Infrastructure
Dicetek is hiring an experienced HSE Manager to lead Health, Safety, and Environmental initiatives across large-scale construction and infrastructure projects in Dubai. The ideal candidate will have a strong background in HSE management within the UAE and a solid understanding of local safety regulations and international best practices.

Job Overview
As the HSE Manager, you will be responsible for overseeing and enforcing all health and safety protocols across project sites. You will lead risk assessments, manage compliance activities, develop training programs, and ensure incident-free operations while liaising with clients and regulatory authorities.
Responsibilities
- Develop and implement HSE strategies, policies, and procedures for ongoing and upcoming construction and infrastructure projects
- Ensure full compliance with UAE statutory health and safety regulations and international standards
- Conduct risk assessments, hazard identification, and root-cause investigations of incidents
- Lead internal and external HSE audits and ensure continuous improvement through corrective action plans
- Provide HSE leadership and guidance across multidisciplinary teams and project stakeholders
- Design and deliver safety training programs and awareness campaigns for employees, contractors, and subcontractors
- Interface with clients, consultants, and regulatory bodies on all safety-related matters
- Prepare and submit HSE performance reports, statistics, and analysis to senior management
- Maintain records of inspections, incidents, corrective actions, and audit findings
- Promote a strong safety culture and enforce accountability for HSE compliance across all levels
Requirements
- Bachelor’s degree in any engineering discipline
- NEBOSH Diploma or Certified Safety Professional (CSP) certification is mandatory
- Master’s degree in HSE or related field is an added advantage
- Minimum 7 years of HSE experience, preferably in major construction or infrastructure projects
- Lead Auditor Accreditation is a plus
- Strong knowledge of UAE HSE regulations, safety codes, and local statutory requirements
- Proven expertise in risk management, incident investigation, and safety training development
- Experience in client-facing roles and stakeholder engagement
- Proficiency in using HSE management systems, audit tools, and reporting platforms
- Strong leadership, analytical thinking, and team coordination skills
- Excellent verbal and written communication skills in English
