What Does a Master Planner Do?
Azizi Developments is hiring a Master Planner to lead visionary and sustainable master-planned developments in Dubai. Reporting to the Chief Development Officer (CDO), this strategic role involves managing the entire planning lifecycle, aligning developments with the company’s goals and delivering world-class urban design that enhances livability, commercial viability, and public realm functionality.
What Are the Key Responsibilities?
- Develop master plans from visioning to finalization, ensuring sustainability, functionality, and alignment with corporate strategy
- Lead all master planning aspects including public realm, landscape, signage, waste management, and lagoon integration
- Approve master plan works and oversee change control processes
- Manage a wide range of consultants and subconsultants, ensuring timely delivery and adherence to scope
- Draft RFPs, evaluate consultancy proposals, lead contract negotiations, and manage consultant agreements
- Develop and maintain the master plan change approval policy and ensure its implementation
- Coordinate closely with infrastructure, sales, marketing, and construction teams to integrate inputs and optimize execution
- Conduct critical reviews of planning deliverables and offer improvements to meet design excellence and regulatory compliance
- Serve as key liaison with regulatory bodies, authorities, and external stakeholders
- Integrate sustainability best practices, urban mobility, and community-focused amenities into each master plan
- Monitor project timelines, cost controls, and ensure quality and risk mitigation strategies are enforced
- Deliver a cohesive development vision that balances aesthetics, functionality, and commercial outcomes
What Skills Are Needed for a Master Planner in Dubai?
Education:
- Bachelor’s degree in Urban Planning, Architecture, or related field
- Master’s degree in Urban Design, City Planning, or related discipline (preferred)
Experience:
- 15+ years of relevant experience in large-scale urban and master planning projects
- Previous client-side experience in managing multidisciplinary master-planned developments is highly desirable
- Strong knowledge of regional development regulations, sustainability frameworks, and Dubai planning standards
Skills:
- High-level project management and contract negotiation skills
- Expert-level proficiency in master planning, landscape integration, and zoning compliance
- Excellent stakeholder management, leadership, and cross-department coordination abilities
- Strong analytical, problem-solving, and strategic planning capabilities
- Ability to integrate branding, real estate market trends, and infrastructure constraints into viable urban plans
