Procurement Assistant (Documentation)

- Job Purpose
The Procurement Assistant will provide essential support in the procurement of low to non-critical goods, services, and documentation. The role involves ensuring compliance with QAFCO’s procurement policies and procedures, maintaining confidentiality, and focusing on quality, timely supply, and cost efficiency. This position requires strong attention to detail, effective communication, and knowledge of procurement systems to manage the entire procurement cycle efficiently.

- Key Responsibilities
- Handle procurement activities for low to non-critical goods and services, ensuring adherence to timelines, budgets, and quality standards.
- Identify and evaluate potential new suppliers by keeping track of local market developments to ensure an uninterrupted supply chain.
- Conduct regular performance evaluations of suppliers and recommend improvements to superiors.
- Analyze and compare offers based on specifications, prices, payment terms, and delivery schedules, ensuring the best value for procurement decisions.
- Assist end-users and superiors in developing cost estimates to ensure all cost components are considered.
- Stay updated on technical knowledge by reviewing product catalogs, trade journals, and publications relevant to procurement.
- Maintain close communication with internal departments and external suppliers to expedite orders and follow up on procurement statuses.
- Manage procurement data using computer-based systems and maintain paper-based documentation for easy retrieval.
- Perform additional duties assigned by superiors to support the department’s goals.
- Participate in on-the-job training for new hires and trainees to help them develop the necessary skills for independent procurement tasks.
- Maintain control over the company’s document management system (QCDS) by indexing and classifying documents according to established guidelines.
- File and maintain various official and confidential documents, including tenders, purchase orders, contracts, correspondence, and invoices.
- Ensure proper record-keeping and retrieval of documents, purging outdated files, and maintaining document security.

- Desired Candidate Profile
- High School diploma plus a 2-year diploma in a relevant discipline.
- Minimum 5 years of relevant experience in procurement and supply chain management.
- Familiarity with main procurement and contracts (C&P) application software, databases, web-hosted services, and e-commerce platforms.
- Understanding of integrated management systems (IMS).
- Clear knowledge of Authorization for Expenditure (AFE) and Annual Work Program and Budget (WP&B) procedures.
- Experience in preparing and reviewing reports related to procurement and supply chain activities.
- Skills in preparing technical bid requests, evaluating vendors, selecting contractors, and negotiating contracts.
- Strong relationship management skills to maintain effective business partnerships with vendors and contractors.
- Knowledge of procedures and work practices for material ordering, expediting, and electronic document management (EDMS).
- Proficiency in managing the distribution, filing, and security of business documents.
