Budget Analyst – Financial Planning and Reporting

The Roads and Transport Authority (RTA) in Dubai is seeking a Budget Analyst to support the preparation, monitoring, and reporting of operating and capital budgets. This role plays an important part in ensuring financial planning aligns with RTA’s strategic goals by delivering accurate forecasting, expenditure analysis, and variance reporting.

Job Overview

The Budget Analyst will be responsible for preparing agency budgets, analyzing financial statements, developing budget forecasts, monitoring actuals versus budget, and providing detailed financial reports. The role requires strong financial analysis skills, excellent Excel proficiency, and the ability to work collaboratively with multiple internal departments.

Key Responsibilities

- Analyze financial statements and assist in developing budget forecasts
- Formulate assumptions for budgeted income and expenditure with clear justifications
- Estimate operating and capital expenditures using historic data, trends, business plans, and requirements
- Prepare and coordinate budgets for revenues, operating expenses, capital expenditures, and manpower
- Ensure precise estimation of revenues based on contractual agreements
- Prepare detailed budget reports and submit for review
- Monitor periodic budget performance against actuals and report variances to management
- Collect and analyze historical data for income and expenditure heads to inform budgeting
- Prepare manpower budgets in collaboration with the HR department, including associated costs such as visa expenses, benefits, and recruitment costs
- Issue monthly and periodic financial statements as required

Required Skills and Experience

Education:
- Bachelor’s Degree in Accounting or Finance from a recognized university (0–2 years of experience)
- Or Financial Diploma/Diploma (Maliyoun) with at least 4 years of experience

Experience:
- 0–2 years for Bachelor’s holders or 4 years for Diploma holders in financial planning, budgeting, or related fields

Skills:
- Strong Microsoft Excel skills
- Knowledge of budgeting and forecasting methodologies
- High analytical thinking and attention to detail
- Ability to prioritize multiple concurrent projects effectively
- Strong verbal and written communication skills
- Innovative approach to problem-solving and process improvement
- Proficiency in financial software applications and reporting tools
