What Does a Budget & Procurement Specialist Do?
* Plan, monitor, and control budgets for departmental projects, ensuring accurate estimation and payment tracking
* Collaborate with Finance & Administration teams to resolve payment issues and ensure high-quality release order review
* Provide advisory support to department staff on budget management and utilization
* Assess and report financial risks related to budget, payments, and spending patterns
* Enhance departmental payment processing tools and financial workflows
Procurement Oversight:
* Review and evaluate Requests for Proposals (RFPs) and vendor proposals
* Advise staff on procurement procedures and compliance
* Coordinate with Finance on procurement-related timelines and contractual risks
* Monitor procurement delays and escalate risks to senior management
Project Monitoring and Control:
* Develop and implement tools to monitor project progress and KPIs
* Advise team members on project tracking and performance metrics
* Report contract-related risks and propose mitigations
Information & Data Management:
* Maintain internal information libraries with strict access controls
* Set and manage permissions for sensitive data to ensure confidentiality
* Collaborate with outsourced consultants while safeguarding internal records
* Provide guidance on data compliance and information handling risks
Human Resource Support:
* Mentor team members and assist in defining performance goals
* Facilitate team collaboration, conflict resolution, and work environment improvements
What Skills Are Needed for This Role in Qatar?
Education & Experience:
* Bachelor’s degree in Finance, Business Administration, Project Management, or a related field
* 6–10 years of experience in budgeting, procurement, or financial project support roles
* Experience working in government or large-scale public sector projects preferred
Technical Competencies:
* Strong understanding of financial systems, procurement compliance, and payment workflows
* Familiarity with project performance tools and KPI tracking
* Proficient in designing and implementing monitoring systems and data security practices
Language Requirement:
* Fluency in both Arabic and English is mandatory
