key responsibilities:
- review tender documents and scope of work to assess feasibility, financial criteria, and risks, preparing presentations and seeking approval for bidding
- provide contractual and administrative support to the pre-contract team, including reviewing job requisitions, drafting solicitation of interest (soi) documents, and preparing award recommendation reports
- prepare technical and commercial bids as per tender requirements, conducting rate analysis and ensuring pricing methodologies align with budget and risk factors
- liaise with internal departments to resolve tender queries and finalize pricing terms and conditions, collaborating with risk and legal teams to ensure contract compliance
- estimate direct and indirect costs, working with the estimation team and cost consultants to secure cost-efficient bids
- develop and maintain standardized documentation, forms, and policies related to tendering, implementing a quality assurance system for accuracy and completeness
- perform vendor prequalification, including registration, document review, assessment, and development of an up-to-date approved vendors list in collaboration with relevant departments
- maintain logs of active tender packages for review before release
- prepare and submit periodic reports on tendering activities to senior management
- support compliance with department policies and procedures while monitoring overall tendering processes
required skills and qualifications:
- bachelor\'s degree in supply chain management or a related field
- professional certifications such as cips (chartered institute of procurement & supply) or pmp (project management professional) preferred
- minimum 4-6 years of experience in cost estimation, preferably within the middle east
- strong technical writing skills for preparing rfps, rfis, and rfqs
- knowledge of fidic (international federation of consulting engineers) tendering standards
- proficiency in microsoft office suite, project management tools, and relevant tendering software
- ability to estimate project costs and analyze vendor quotes effectively
- deep understanding of construction technology and procurement processes
- demonstrated ability to build and maintain relationships with stakeholders and vendors
- strong negotiation, analytical, and communication skills
- effective team management and leadership abilities
